Rural Halls Funding Policy

Status: Approved by the Council on 2 March 2010

Policy Purpose


This policy sets out the requirement for hall committees/societies to be eligible for assistance from the rural halls funding scheme and the criteria under which applications will be assessed.

Policy Statements


a) To be eligible for this assistance, hall committees/societies  must:

i) Be an incorporated society or trust.

ii) Together with their application forward an audited copy of the previous year's annual accounts; and a copy of the previous year’s use information (both regular and casual bookings).

b) Where a rural hall and the respective site is owned by the Council, the facility be leased to the hall committee/society.

c) Council staff to assist/advise hall societies with technical expertise.

d) Applications to be considered from hall societies for capital improvements and preventative maintenance works on a priority needs basis. Priority needs are:

i) Halls with more than 30 hours per month demonstrated average use (excluding school holiday weeks).

ii) Where lack of maintenance would constitute a health, safety or fire risk or compromise weather tightness. (Halls that meet both category i & ii have first priority).

iii) Those halls that have less than 30 hours per month use but who can demonstrate that work will increase hall hire.

e) Out of the proposed funding the Council will fund all rates and make annual grants on the following basis to assist with insurance premiums:

i) A grant of $1,200 plus GST for those halls with a floor area in excess of 800m2 (e.g. Urenui Community Centre).

ii) A grant of $900 plus GST for those halls with a floor area of between 500m2 and 800m2 (e.g. Tikorangi Hall).

iii) A grant of $600 plus GST for those halls with a floor area of less than 500m2 (e.g. Lepperton).

f) All Hall Committees/Societies be encouraged to insure their halls with a replacement policy under the Local Authority Insurance Company scheme;

g) If there is any hall which has been inadvertently omitted, or if a new hall is erected in the future, providing it meets the criteria for funding, such hall to be eligible for financial assistance from the Council.

h) A rural hall that in the opinion of Council parks or property officers is in a substandard condition for community hire will not be eligible for the rural hall scheme.
